U.S. CBP Seizes 50,400 Illegal THC Atomizers From China At Dulles Port

2025 Enforcement Action Targets Marijuana Vaping Paraphernalia Valued Over $131,000

Arlington, VA – U.S. Customs and Border Protection (CBP) announced the seizure of 50,400 tetrahydrocannabinol (THC) atomizers imported from China at the Dulles International Airport port of entry in Virginia in 2025. The shipment, transshipped through Japan before arriving in the United States, has an estimated value exceeding $131,000.

Key Details of the Seizure

Product Nature: The confiscated atomizers are specifically engineered to heat marijuana-derived liquid, classified as illegal drug paraphernalia under U.S. federal law (21 U.S.C. § 863).

Enforcement Basis: CBP officials executed the seizure in compliance with the Controlled Substances Act (CSA) and federal regulations prohibiting the importation of devices intended for illicit drug use.

Mission Objective: "This enforcement action underscores CBP's commitment to protecting American consumers from the health risks of illegal THC products and safeguarding national public safety," a CBP spokesperson stated. "Unregulated THC vaping devices pose significant health hazards, including respiratory injuries and addiction, particularly among youth."

Implications for Global Trade

The seizure highlights heightened CBP scrutiny of imported vaping equipment, especially products linked to THC – a psychoactive compound in marijuana that remains federally illegal in the U.S., despite varying state-level regulations. For international exporters, particularly those in the e-cigarette and atomizer sector, the action serves as a critical reminder of the need to adhere to U.S. customs laws and product classification requirements.

CBP has intensified inspections of shipments originating from regions with a history of illegal vaping product exports, including targeted screenings of transshipped goods to prevent circumvention of trade regulations. Exporters found in violation face severe penalties, including shipment seizure, fines, and potential bans on future imports.

CBP's Ongoing Efforts

In recent years, CBP has ramped up efforts to combat the illegal importation of THC-related vaping products, citing public health concerns and the rise in youth vaping. The agency utilizes advanced screening technology and intelligence-driven inspections to identify high-risk shipments, collaborating with domestic and international partners to disrupt supply chains of illicit drug paraphernalia.

"Protecting communities from the harms of illegal THC products is a top priority," the spokesperson added. "CBP will continue to enforce federal laws rigorously to keep these dangerous items out of the United States."
