China clearly defines herbal vaporizers as falling under the category of e-cigarettes and strengthens the regulation of e-commerce platforms
At the end of May 2025, China National Tobacco Monopoly Administration clarified that herbal atomizers without nicotine which can be atomized into aerosols for inhalation shall be regulated in accordance with the provisions on e - cigarettes. In the same year, the National Medical Products Administration revoked the classification result of the relevant medical heating atomizers, fundamentally preventing such products from being legalized in the name of medical devices. Regarding some atomizers on e - commerce platforms that exploit regulatory loopholes to mimic e - cigarettes, experts called for strengthening the accountability of e - commerce platforms. They required the platforms to block relevant illegal keywords, conduct strict inspections on products, and investigate illegal marketing activities on social platforms to curb the spread of market chaos.
